Ismail Vali, president of Gaming Compliance International, describes this as an evolution in risk assessment. While licensed operators remain visible, illegal gambling represents a structural threat to the marketplace. Vali notes that responsible gambling tools, such as self-exclusion schemes, only function if consumers stay within the regulated system.
The French regulator, ANJ, has specifically flagged the influence of illegal affiliates.
