Bulgaria has implemented a compulsory licensing regime for gambling affiliates, effective August 1. Existing partners must submit their applications by August 15, 2026.
License Requirements and Financial Obligations
The five-year license applies to both domestic and international affiliates. Foreign entities are required to designate a local representative with a registered Bulgarian address. Each license must explicitly list all promotional channels, including websites, mobile applications, social networks, video platforms, and streaming services. Affiliates may only promote operators holding a current Bulgarian gambling license.Operators face a fixed annual fee of €6,000, plus a 10% levy on performance-based commissions. This rate increases to 20% if the actual commission amount is not disclosed. Unlicensed activity carries fines ranging from €5,000 to €20,000. Repeat violations double the penalty, and authorities may confiscate revenue generated from unauthorized operations.
The National Revenue Agency holds the authority to block unlicensed affiliate websites, applications, and social media accounts. Internet service providers must restrict access to these resources within 24 hours of the agency’s decision. Source: iGaming News.
