Sweden’s gambling regulator Spelinspektionen reported that the online gambling channelisation rate fell to 84% in 2025. The figure represents a decline from the 86% rate recorded in 2023 and a slight decrease from the previous year’s assessment.
Methodology and Market Turnover
The report published on 15 June combined data from a Verian player survey conducted between February and March with independent web traffic estimates. The survey included 6,744 participants, of which 4,175 had placed bets within the past twelve months. When the survey results are excluded, the channelisation rate drops to 78%. Licensed operators generated a total net turnover of SEK 28.2 billion ($3 billion) in 2025, with the non-monopoly segment accounting for SEK 18.7 billion.Unlicensed Platforms and Regulatory Updates
Traffic-based calculations show a 95% channelisation rate for sports betting and 68% for online casino games. As of 30 April, the regulator identified 2,186 unlicensed gambling websites, with 976 offering exclusively casino games and 800 providing both casino and sports betting options. Approximately 42% of visits to these unlicensed platforms involved skin betting sites, which were excluded from the core channelisation metrics due to their integration with cryptocurrency and NFT trading. Survey respondents cited Spelpaus self-exclusion, limited game libraries on licensed platforms, and perceived higher payout odds as primary reasons for using unlicensed operators.The Swedish government introduced proposed amendments to the Gambling Act in September 2025 aimed at tightening enforcement against the unregulated market. Online gambling operations continue to fall under national jurisdiction.
