The Hellenic Gambling Supervision and Control Commission (EEEP) has opened a tender to appoint a technical and legal partner for upgrading player monitoring systems. The project aims to redesign the Electronic Player Accounts (EPA) framework to strengthen identity verification protocols.
Tender Details and Verification Upgrades
The commission requires a contractor to deliver up to 190 hours of consultancy under a €28,500 agreement valid until the end of 2026. The tender documents state the partner must address "the process of certification and verification of the identity of players". Deliverables include three progress reports outlining measures to improve Know Your Customer (KYC) procedures, anti-money laundering protections, and cybersecurity.
These updates intend to help licensed operators detect fraud and prevent underage participation more effectively.
This tender supports broader efforts to tighten market oversight following the passage of draft legislation last month. The proposed bill expands the EEEP workforce from 80 to 110 employees, adding specialists in IT, cybersecurity, and market surveillance. The regulator will also receive powers to instantly block illegal gambling sites, with blacklists now covering mobile applications alongside websites and IP addresses.
New regulations impose obligations on promoters, intermediaries, and service providers, including banks and internet service providers. Organizers of unlawful gambling activities face fines ranging from €50,000 to €800,000 and prison sentences of at least 10 years. The EEEP recently escalated its crackdown by lodging criminal complaints against 18 influencers and streamers for promoting unlicensed betting platforms.
